The Curaçao licence: what it means for players in Germany

Anyone comparing casinos without a German permit almost always runs into a licence from Curaçao. Of 105 evaluated Google top-10 pages on this topic, 64 name the Caribbean island as the licensing body, more than any other regulator. What such a licence is worth in Germany, however, is not decided by Curaçao but by the rule behind the German casino licence: a permit under the 2021 Interstate Treaty on Gambling (GlüStV) exists only with an entry in the whitelist of the Joint Gambling Authority of the German federal states (GGL).

Anyone searching for casinos without OASIS therefore inevitably ends up with this licence: Curaçao appears on 7 of 9 evaluable top-10 pages for that search term. Of the four brands we compare, two hold a Curaçao licence, namely Wild Tokyo and MyStake; 7Signs and Sportaza name Anjouan and Tobique. Curaçao Gaming Authority and OGL numbers

The regulator is now called the Curaçao Gaming Authority. In its English version, AskGamblers still lists Wild Tokyo under the “Curacao Gaming Control Board”, the former name of the same body; this is not a conflict between the sources. Licences issued by the Curaçao Gaming Authority carry numbers in the format OGL/year/…: Wild Tokyo holds OGL/2024/589/0556, MyStake OGL/2024/250/0115. casino.guru marks both numbers as “verified”.

A licence number shows who supervises an operator, not who runs it. For Wild Tokyo, casino.guru and AskGamblers agree on GBL Solutions N.V. For MyStake the sources name two companies: GTW B.V. according to casino.guru, Santeda International B.V. according to LCB. The licence itself is also given differently for MyStake: the Curaçao Gaming Authority with the number above according to casino.guru, Curaçao plus Anjouan according to LCB.

What a Curaçao licence says about player protection can only be read indirectly from the sources. For Wild Tokyo, AskGamblers records “No” in the field “Self-Exclusion Register Participation”: the operator takes part in no self-exclusion register. For MyStake there is no such entry. Curaçao is not a member state of the EU, so a licence from there is not an EU licence either.

Why a Curaçao licence is not a permit in Germany

Under § 9(8) GlüStV 2021, the competent authority publishes a joint official list of all organisers and intermediaries holding a German permit. The GGL states in its FAQ that an offer without this entry has no permit, even if the operator has applied: this holds until the application is approved and the operator is added, and the authorities give no information about pending applications. A foreign licence, whether from Curaçao, Malta or the Comoros, does not change that.

§ 6e(3) GlüStV names two further features: permitted online gambling runs only under a domain ending in “.de”, and the home page shows a notice on the minimum age of 18 as well as the permit and the supervising authority. According to the GGL, an offer without a .de domain never has a German permit; a registered office in Germany, on the other hand, is not required by law. A full-text search of the whitelist (list dated 02.10.2026, retrieved 07.10.2026) returned no match for Wild Tokyo or MyStake, nor for the operator names GTW and Santeda.

As a result, the link to the German player-protection systems is missing too. According to the GGL, the OASIS check is mandatory for operators with a German permit, as is checking every deposit against the LUGAS limit file. A user on gutefrage.net sums up what this means for an existing block: “Diese Oasis-Sperre gilt dann nur für Deutsche Casino Seiten” (the OASIS block then only applies to German casino sites). In its FAQ the GGL names what is missing at operators without a permit: measures such as deposit limits or self-exclusion. Operators with a Curaçao licence: Wild Tokyo and MyStake

Wild Tokyo was founded in 2020 and, according to casino.guru DE, accepts players from Germany. On player protection, AskGamblers lists a self-exclusion tool, a cool-off period and a reality check, but no limits on deposits, wagers, losses or playing time. Withdrawals are capped at €500 per day; the monthly limit is €8,000 according to casino.guru and €6,000 according to AskGamblers. Processing a withdrawal takes 24–48 hours according to AskGamblers EN and 1–5 days according to AskGamblers DE; after that, e-wallets and crypto arrive within 0–24 hours, bank transfers and cards within 3–7 days. According to casino.guru, the finance department handles verifications and withdrawals on working days only.

MyStake has been operating since 2019 and, according to casino.guru DE, also accepts players from Germany. casino.guru describes its responsible-gambling options as “limited”; a player report on the same page mentions “no deposit limits” and no option to close the account in the menu. Without verification, only crypto can be used according to LCB; other payment methods follow only after the casino has checked the account. The withdrawal limit is €7,500 per week and €15,000 per month; according to LCB, MyStake pays out higher amounts in instalments. Besides the casino there is a sports betting section. casino.guru lists 24 payment methods for Wild Tokyo, including Visa, Mastercard, Skrill, Neteller, PaysafeCard, Revolut and twelve cryptocurrencies, and 29 payment methods for MyStake, including Apple Pay, MiFinity and Bitcoin. PayPal is missing from both lists. For anyone looking for PayPal without OASIS, the same basis therefore applies as for the licence: what counts is whether an operator is on the GGL whitelist, not which foreign authority supervises it.

When a withdrawal stalls: cases, banks and getting money back

No German authority is responsible for operators without a whitelist entry. After a blocked withdrawal, one player on Reddit described the situation like this: “Support nur automatische Antworten, keine Telefonnummer, keine Beschwerdestelle” (automatic replies only, no phone number, no complaints body). The documented cases involving the two Curaçao brands therefore come from platforms such as AskGamblers and casino.guru.

  • Wild Tokyo: With winnings of around €30,000, the operator's rules allowed a payout only once a week. In another case the casino confirmed a Skrill withdrawal of €500, the money never arrived, and later the casino referred to “unforeseen technical circumstances”. A third player was banned and his balance of €1,751 withheld; AskGamblers rejected this case.
  • MyStake: One customer reports an account with €11,787 frozen for over a month. Another, after sending ID, a video and proof of address, was told “they will investigate my account 6 months”. In the casino.guru forum, a player describes a withdrawal of around 4,500 $ being rejected after repeated requests for a bank statement and a video.

A second thread concerns the player's own bank. On Reddit, a user who played via a second account with operators “die in Deutschland no licence haben (Curacao Lizenz)” (that have no licence in Germany) reports a blocked account, frozen funds and an investigation on suspicion of money laundering. On gutefrage.net, another user asks after winning €4,800 what his bank will say about the payout, and only then notices that the site has no German licence.
