Lifting an OASIS block: application, deadlines and processing time

The rules for players with provision and primary source.

An OASIS block never ends on its own, not even when an OASIS block duration was named in the original block request. Anyone who wants the block lifted needs a written application to the Regional Council (Regierungspräsidium) Darmstadt, which may only be filed once the minimum term has expired. Three questions decide the matter: when the application is allowed, what it must contain and how long the authority takes. The legal basis is §§ 8a to 8d of the 2021 State Treaty on Gambling (GlüStV 2021), sources as of 07.10.2026.

Who may lift an OASIS block

Many bodies may enter a block, and the list mirrors where the OASIS block applies: the casino, the gaming arcade, the betting operator, a lottery operator with more than two draws a week, or the Regional Council itself. Only one may lift it. Under § 8b(1) GlüStV 2021, the RP Darmstadt states that a block may be lifted “exclusively by the Regierungspräsidium Darmstadt”. The state of Hesse runs the block system jointly for all federal states.

For players this means a call to the arcade, a chat with the online casino’s support or a visit to the betting shop lifts nothing. An operator may only forward the application; under § 8b(2), such forwarding counts as receipt by the authority. One person on gutefrage.net wanted to be unblocked “on site” because the arcade where the block had been requested had closed in the meantime. The answer from an addiction counsellor: unblocking only works through a written application to the Regierungspräsidium Darmstadt.

Which bodies may report blocks at all, what data is stored and who must run a check before play is covered on the page on the OASIS block register; it also explains that operators only receive the answer “blocked” or “not blocked”. Since 2021 there has been a single nationwide register: under § 8d the records of the former block file and of the Hessian arcade block file were transferred, and older unblocking rules no longer apply. A block from before 2021 is also lifted only under § 8b.

The application step by step

The RP Darmstadt names three requirements, all of which must be met. If one is missing, the application is not processed or is invalid.

  1. Minimum term expired. The application can be filed no earlier than once the minimum term has expired. According to the RP, an application filed too early is invalid and must be filed again once the term has expired; it is not kept on file.
  2. Written application with a handwritten signature. Only the blocked person files the application, even for a third-party block. Relatives cannot apply for the block to be lifted.
  3. Copy of an identity document. An identity card, passport or foreign passport is accepted. A driving licence is expressly not enough.

The application uses the online form “SpSA” (Spielersperre Aufhebung) on the administration portal hessendante.hessen.de, linked from the RP Darmstadt’s “Aufhebung” page. There is no purely digital one-click unblocking: a signature and an ID copy are always part of it. One player asked on gutefrage.net how to unblock “without paperwork, online somewhere”; the answer pointed to exactly this application.

Under § 8c GlüStV 2021, both the block request and the application to end the block are free of charge for players. According to the RP Darmstadt, deletion under the General Data Protection Regulation is not possible either: lifting a block is governed solely by the Interstate Treaty on Gambling.

Deadlines: minimum term and when lifting takes effect

Two deadlines decide the earliest date on which play is possible again. The first is the minimum term of the block under § 8a(6) GlüStV 2021. As a rule it is one year. For a self-exclusion a different period can be chosen, but it may not be shorter than three months. Anyone requesting two months automatically gets three, according to the RP Darmstadt. A third-party block always runs for at least one year. The chosen term is not an expiry date, only the earliest point for the application to lift the block.

The second deadline starts only when the application is received. Under § 8b(3), lifting takes effect once it is entered, but for a self-exclusion not before one week and for a third-party block not before one month has passed. The person is notified of the unblocking. Anyone who chose a three-month self-exclusion is therefore blocked for at least three months and one week.

This arithmetic explains many forum questions. A player with a 99-day block wanted to know whether he is “out again” afterwards: not without an application. Another found that the arcade had blocked him for ten years instead of one, so he may only apply in 2033. Under the statutory rule, a “lifelong” or open-ended block can be lifted after one year at the earliest, as an answer from addiction counselling on gutefrage.net also states. Anyone unsure about the term on record can file an OASIS status request with the RP (form “SpSS”); it shows whether a block exists and who entered it.

A third-party block adds one more step. Under § 8b(4), the authority informs the operator who entered the block. If the block was based on a request from third parties, such as relatives, they are also told about the application to lift it. This gives them the option to file a new block request, hence the longer period of one month.

Processing time according to players

There is no official processing deadline: the law only names the minimum waiting time of one week or one month. How long it actually takes is known only from player accounts. In questions on gutefrage.net and Reddit, the range runs from about two weeks to 3.5 months. The figures below are individual accounts, not a commitment by the authority.

  • “it could well have been about 6 weeks” (addiction counselling, gutefrage.net)
  • “unblocking took at least 8 weeks” (addiction counselling, gutefrage.net)
  • processing time often at least 2 months (answer on gutefrage.net, paraphrased)
  • “I have been waiting for 3.5 months for my self-exclusion to be lifted.” (player, gutefrage.net)

One pattern repeats: those who hear nothing after applying try phone and e-mail. Several players write that nobody answers “neither by mail nor by phone”. One user timed the lifting to take effect “just in time for the Euros in June” and counted in months rather than weeks. The accounts only suggest not filing on the last day before a fixed date and keeping a copy of the signed application.

Lifted, but still blocked?

“Yet everywhere it still shows that I am blocked”, wrote a player who had been blocked for one year. The official sources offer several explanations for this situation, each of which can be checked.

  • The notification has not arrived yet. Until the RP communicates the unblocking, the block applies (deadlines see above).
  • The application came too early. If it arrived before the minimum term ended, it is invalid; the block stays until a new application is received.
  • There is a second entry. A third-party block by an operator or relatives is a separate entry. The block information statement shows who entered which block.
  • No application was filed at all. An answer from addiction counselling on gutefrage.net puts it this way: the block does “not end automatically after this period […], only on application”. One person asking was already “more than a year” past the term.

After lifting, the block is no longer visible to operators; according to the RP Darmstadt, the data stays stored for six more years and is then deleted. OASIS passes no data to credit agencies such as Schufa. For players whose block has been lifted, § 8 (4) GlüStV 2021 also applies: operators may not push blocked persons to apply for unblocking and may not grant benefits such as bonuses or discounts after the block is lifted.

Unblocking LUGAS is not OASIS

Many people searching for “lugas entsperren” have no OASIS block at all. LUGAS is the limit and activity file of the Joint Gambling Authority of the German states (GGL); it counts deposits with all licensed operators against the cross-operator LUGAS limit and prevents parallel play. According to the GGL, players are often not blocked but still set as “active” with another operator, for example through an open session or browser tab. Operators must set the account inactive on request. The GGL only helps when the operator name and the player ID (LUGAS ID, found in the profile) are given.

The 24-hour block via the panic button does not need an application to lift it either. According to the RP Darmstadt it ends without an application after 24 hours; the data is deleted two weeks later. Longer account blocks are different: one player chose “block account” in the settings and then found an entry in OASIS; another answer says bwin or bet365 had reported the block to OASIS. Tipico, by contrast, wrote about a 24-hour block that an OASIS entry is not possible without prior verification. If the block is in OASIS, the procedure above applies, with application, minimum term and waiting period.

Before applying to lift the block

The block is only one tool among several. A player wrote on Reddit that “OASIS alone is not enough” for gambling addiction, addiction counselling on gutefrage.net mentions filter software that hides gambling sites, and others ask whether their bank can block transfers to gambling sites. Which other blocking options exist and which help is free is set out on the page on responsible gambling, which brings together limits, breaks and counselling services. According to the GGL, the Federal Institute for Public Health (BIÖG) offers free telephone counselling on 0800 1 37 27 00, Monday to Thursday from 10 am to 10 pm and Friday to Sunday from 10 am to 6 pm.

The way back stays open after lifting too: under § 8a(2), a new self-exclusion can be requested with an operator or directly with the RP Darmstadt (online form “SpSE”). Several people asking worry whether a letter will arrive at home. The law requires that the person is informed in text form about an entry; when a block is lifted, the unblocking is communicated.

Contacting OASIS at the RP Darmstadt

For questions about player blocks, the RP Darmstadt lists the e-mail address [email protected] and the service line +49 6151 12 8611. According to the RP, phone service hours are Wednesdays from 9:30 to 11:30 am and Thursdays from 1:00 to 3:00 pm. According to players on gutefrage.net, by contrast, OASIS can be reached “only on Tuesdays and Thursdays”, and answers also mention the address [email protected]. The details on the RP’s own page are decisive, as of 07.10.2026.

The phone is not needed for the application itself: it runs through the “SpSA” form with a signature and an ID copy. According to the RP, the block information statement is expressly not meant for questions about pending applications. Queries about the status therefore go through the e-mail address or service line named above.
