Casinos with a German licence: the GGL permit

A German casino licence is an entry on the whitelist of the Joint Gambling Authority of the German federal states (GGL). Anyone who wants to understand what is missing at casinos without OASIS should start with this list: only operators holding a German permit are required to query the OASIS exclusion system and to check every deposit against the LUGAS limit file.

The whitelist (last updated on 02.10.2026) does not include any of the brands compared here. 7Signs, Wild Tokyo, MyStake and Sportaza operate with a Curaçao licence, with licences from the Comoros island of Anjouan or from the Tobique Gaming Commission in New Brunswick.

German licence = entry on the GGL whitelist

Under § 9 (8) of the 2021 State Treaty on Gambling (GlüStV 2021), the competent authority publishes online a joint official list of the operators and intermediaries that hold a permit or concession under the treaty. This list is the GGL whitelist. For players it is the place where a German permit can actually be verified; a logo, a certificate in the footer or a statement from customer support does not replace the entry.

In its FAQ on unauthorised gambling the GGL also covers the case of an operator that has applied: until the application is approved and the operator is added to the list, there is no permit. The authorities give no information on pending applications. The claim “German licence applied for”, which appears in forums and promotional copy, therefore cannot be confirmed with the GGL.

A full-text search of the whitelist (list dated 02.10.2026, retrieved 07.10.2026) returned no match for 7Signs, Wild Tokyo, MyStake or Sportaza, nor for the operator names Rabidi, Dama N.V., Santeda, GTW and Hollycorn. The same search returned several matches each for the names of known licensed operators, so the list had loaded completely. The GGL thus lists none of the brands we track as an operator with a German permit.

IV

Checking a GGL licence: four markers

After a blocked request for withdrawals without OASIS, a Reddit user asked whether there was any list where you can check in advance if a casino is legal. That list exists, and together with three further markers from the State Treaty the check on the legality of casinos without OASIS takes only a few minutes.

  1. Whitelist: open the “overview of permitted operators” on gluecksspiel-behoerde.de and search for the brand and for the operating company. The list names operators and intermediaries, so searching for both names is worthwhile.
  2. .de domain: § 6e (3) GlüStV permits online gambling only under a domain ending in “.de”. According to the GGL, an offer without a .de domain never has a German permit. A registered office in Germany, on the other hand, is not required by law.
  3. Home page: a permitted operator must show a notice of the minimum age of 18 on its home page, together with details of its permit and its supervisory authority.
  4. OASIS and LUGAS checks: before the first game the player’s identity is verified and matched against the exclusion file, and before every deposit the limit file is queried. Where both are missing, that points to a missing German permit as well.
V

What the German permit means for players

With the whitelist entry an operator takes on the player protection duties of the GlüStV 2021. In its FAQ the GGL states explicitly what is missing at operators without a permit: measures such as deposit limits or self-exclusion. A Reddit user describes the same situation from the player’s side: there are no OASIS checks, no deposit limits and no effective player protection.

  • OASIS: the check against the OASIS block register is mandatory for operators with a German permit. According to the GGL, a self-exclusion can be requested for at least 3 months and a third-party exclusion lasts 12 months; the statute sets one year as the standard. A permanently visible panic button triggers a 24-hour block without a confirmation prompt.
  • LUGAS: the cross-operator LUGAS limit on deposits is in principle €1,000 per calendar month. According to the GGL, failed deposits count as well, for instance after a dropped connection.
  • Slots under § 22a GlüStV: under the 5-second rule a game must last at least five seconds on average, the stake is at most €1 per game, and autoplay is not allowed. According to the GGL, from 1 July 2026 a staged deviation is possible under conditions: up to €3 (from age 21) and up to €5 (after 90 days of unremarkable play), limited until 31.12.2027.
  • Identity: without confirmed details, withdrawals are not allowed. As an exception, play is permitted for 72 hours after opening an account up to a deposit of €100; payouts follow only after casino verification.

These rules are the same in every federal state: the GlüStV 2021 is a treaty between the states, the whitelist is their joint official list, and OASIS is run uniformly for all states by the Regional Council of Darmstadt. VI

Offshore licences: Curaçao, Anjouan, Tobique, MGA

On the pages in Google's first ten results about casinos without OASIS and without a German licence, the same regulators keep appearing. On gutefrage.net one user recommends a reliable international licence (for example Curaçao or MGA).

Curaçao. The regulator is now called the Curaçao Gaming Authority; AskGamblers sometimes still lists it under its former name, Curaçao Gaming Control Board. Its licences carry numbers in the format OGL/2024/…, for example Wild Tokyo (OGL/2024/589/0556) and MyStake (OGL/2024/250/0115). Curaçao is not an EU member state.

Anjouan. Anjouan Gaming is based on one of the Comoros islands in the Indian Ocean. casino.guru lists this licence for 7Signs and Sportaza, LCB for MyStake.

Tobique. The Tobique Gaming Commission is based in New Brunswick, Canada. It is the only licence AskGamblers gives for 7Signs and for Sportaza.

MGA. The Malta Gaming Authority is a regulator in an EU member state. None of the brands names an MGA licence in the sources analysed. A Maltese licence is not a permit under the GlüStV either: it replaces neither the whitelist entry nor the .de domain that § 6e (3) requires.

VII

Licences of the operators according to the sources

The details below come from casino.guru, AskGamblers and LCB. Where the sources contradict each other, both statements are given side by side. According to casino.guru DE, all brands accept players from Germany.

  • 7Signs (founded 2020, operator Rocketship Ventures S.R.L.): Tobique Gaming Commission and Anjouan Gaming according to casino.guru / only Tobique Gaming Commission according to AskGamblers. AskGamblers records no participation in self-exclusion registers and no self-exclusion tool.
  • Wild Tokyo (founded 2020, operator GBL Solutions N.V.): Curaçao Gaming Authority, OGL/2024/589/0556. According to AskGamblers no participation in self-exclusion registers; an in-house self-exclusion tool is available.
  • MyStake (founded 2019, operator GTW B.V. according to casino.guru / Santeda International B.V. according to LCB): Curaçao Gaming Authority, OGL/2024/250/0115, according to casino.guru / Curaçao and Anjouan according to LCB. The sources give no information on exclusion registers or on a self-exclusion tool.
  • Sportaza (founded 2021, operator Rocketship Ventures S.R.L.): Anjouan Gaming and Tobique Gaming Commission according to casino.guru / only Tobique Gaming Commission according to AskGamblers. According to AskGamblers no participation in self-exclusion registers; a self-exclusion tool is available.

7Signs and Sportaza belong to the same operator and show the same licence combination in both sources. None of the brands names a German permit; the classification “no German licence” follows from the licence details and from the whitelist search.

The entry “self-exclusion tool available” only describes what the operator offers. In a player account on AskGamblers, a Sportaza customer reports that his account was reopened after self-exclusion: “I noticed that my player account had been reopened!” At 7Signs, according to another player account, a self-exclusion request went unanswered for two months.

VIII

Withdrawals without a German licence: limits and player accounts

Withdrawals follow the rules of the operator and its foreign licence, not those of the GlüStV. The same goes for payment methods: according to the payment lists of casino.guru and AskGamblers, none of the brands offers PayPal without OASIS, neither for deposits nor for withdrawals.

  • 7Signs: €500 per day and €7,000 per month (casino.guru and AskGamblers agree).
  • Wild Tokyo: €500 per day, plus €500 per transaction according to AskGamblers. A player account on AskGamblers states that a win of around €30,000 was paid out only once a week.
  • MyStake: no information on a daily limit.
  • Sportaza: €500 per day and €7,000 per month according to casino.guru and AskGamblers / “up to €1,000 every 24 hours” according to a German-language player account. The sources contradict each other here.

The collected cases mainly show long checks after a win. At 7Signs verification took 40 days in one case involving €22,343. A MyStake customer reports an account investigation lasting six months, during which €11,787 was frozen. On Reddit a player, without naming the brand, writes that his account was blocked for “bonus abuse” when he tried to withdraw, although he had never used a bonus. These cases were described on AskGamblers, casino.guru and Reddit; no German regulator is responsible for operators without a whitelist entry.

A second thread concerns banks. On gutefrage.net a user reports that after a casino payout his bank called him about a suspicion of money laundering; on Reddit another writes that his account was frozen after a withdrawal of 9.5k. Several of those asking only find out afterwards that the operator has no German licence, as one put it: “Nun im Nachhinein habe ich gelesen das diese Seite no licence in Deutschland besitzt.” This is followed by the question of getting money back and by which route.

IX

Applying for a German licence: requirements and costs

Why offshore operators do not simply add a German permit follows from the conditions of the State Treaty. An applicant needs no registered office in Germany, but must run the offer under a .de domain, be connected to OASIS and LUGAS and comply with the slot rules of § 22a.

On costs, the GlüStV names individual items. Connecting to and using the exclusion system is subject to a charge for operators (§ 8c), while exclusion requests and requests to end an exclusion are free of charge for players. A permit holder may not charge players a fee for setting or changing a deposit limit (§ 6c (10)). For online advertising, in particular affiliate links, no remuneration based on turnover, deposits or stakes may be agreed (§ 5 (6)). Amounts for the permit itself, whether in Germany, Malta or Curaçao, are not contained in the sources analysed here; we therefore give no figures.

Short answers

Frequently asked questions about casino licences

What is the GGL whitelist?

What is the GGL?

The Joint Gambling Authority of the German federal states. It publishes the whitelist and answers player questions on LUGAS, OASIS and unauthorised gambling in its FAQ.

Does a casino with a Curaçao licence have a permit in Germany?

No. A Curaçao licence is a permit from the Curaçao Gaming Authority. A German permit exists only with an entry on the GGL whitelist and a .de domain.

Which casinos have an EU licence?

An EU licence in the sense of a regulator in an EU state is, for example, the Maltese MGA licence. None of the brands here names an MGA licence; Curaçao, the Comoros and New Brunswick lie outside the EU.

In which federal states can you play at online casinos?

The rules are the same in every state: the GlüStV 2021 applies nationwide, the whitelist is a joint list of the states, and OASIS is run uniformly by the Regional Council of Darmstadt.

How much does a casino licence cost?

The sources analysed give no amounts for the permit itself. The GlüStV only regulates individual costs, such as the chargeable connection of operators to OASIS.

How can I tell that a casino has no German licence?

No match on the GGL whitelist, no .de domain, no reference to a German permit on the home page and no checks against OASIS and LUGAS.

How to read the table

Three rules apply to every row on this page.

X

Where a value comes from

Each row names its source: the operator's own pages, the GGL whitelist or a named portal. The link leads to the place where it is stated, where that is an official page.

XI

When a value is missing

If none of the recorded sources states an OASIS connection, a limit or a licence, the field stays empty or is marked as not listed. We do not estimate.

XII

What the row does not say

A missing OASIS connection is a fact about the operator, not an advantage. Differing values from other sources are documented in the brand's profile.
