OASIS is Germany's nationwide player block register under § 8 and § 23 of the 2021 State Treaty on Gambling (GlüStV). It is run for all German states by the Regierungspräsidium (RP) Darmstadt. Every operator holding a German permit has to check before play whether a person is blocked. Anyone trying to understand what defines casinos without OASIS needs this picture first: which body blocks, what data sits in the register and which operators can see it at all.

The register gives the operator only two possible answers: the player is blocked, or the player is not blocked. Reason, duration and reporting body stay with RP Darmstadt. Whether a player is listed and who reported the block can only be learned through an OASIS status request to RP Darmstadt. Legal status of the norms: retrieved 07.10.2026.

OASIS at RP Darmstadt

§ 8(1) GlüStV 2021 requires a central block system covering all forms of gambling and assigns its operation, uniformly for all states, to the gambling supervisor of the state of Hesse. According to RP Darmstadt, Hesse, represented by the Regierungspräsidium, is tasked with setting up and maintaining the system under §§ 8a to 8d and § 23 GlüStV in conjunction with § 15 of the Hessian Gambling Act (HGlüG). So a search for “OASIS Darmstadt” leads to a state authority.

The 2021 treaty widened the group of obliged operators: commercial slot machines in gaming halls and gaming machines in pubs and restaurants are now connected too. Under § 8d, the records of the earlier cross-sector block system and of the Hessian gaming-hall register were moved into the nationwide system. Older unblocking rules from those registers no longer apply under § 8d; ending a block is governed solely by § 8b.

OASIS costs players nothing: under § 8c, both the block application and the application to end it are free of charge. Connection and use are paid for by the operators.

Contact according to RP Darmstadt (as of 07.10.2026): e-mail [email protected], service phone +49 6151 12 8611, Wednesdays 9:30 to 11:30 and Thursdays 13:00 to 15:00. The online forms, such as the one for an OASIS block information request, run independently of the phone hours.

III

Self-exclusion, third-party block, 24-hour block

A self-exclusion (Selbstsperre) is applied for by the person concerned. A third-party block (Fremdsperre) is entered by an operator when it knows, from staff observation, reports by third parties or other indications, that someone is at risk of gambling addiction or over-indebted, fails to meet financial obligations or stakes amounts out of proportion to income or assets (§ 8a(1)). Under § 8a(2), both applications can also be filed directly with RP Darmstadt, a third-party block for example by relatives.

The OASIS block duration is set by § 8a(6): as a rule at least one year. For a self-exclusion a shorter period may be chosen, but not under three months; anyone who enters two months gets three, according to RP Darmstadt. A third-party block always lasts at least one year. The GGL, in its short form, gives three months for self-exclusion and twelve months for a third-party block.

Before a third-party block is entered, the person concerned must be given the chance to comment, and both are documented (§ 8a(3)). This explains part of the cases on gutefrage.net where someone is blocked and asks why, including a person who says they have never gambled in a casino at all.

Alongside these sits the short block under § 6i(3): for sports betting, online casino games, online poker and virtual slot machines, a labelled button must be permanently visible wherever play is possible. It triggers the 24-hour block without a confirmation prompt; the block is entered in OASIS and ends without any application.

The longer blocks, by contrast, do not end on their own. An addiction counsellor on gutefrage.net puts it this way: the block ends “only on application”. Under § 8b, a written application to RP Darmstadt is required, at the earliest after the minimum period has passed. The lifting takes effect no earlier than one week after receipt for a self-exclusion and one month for a third-party block. How to lift an OASIS block with the form, signature and ID copy is set out step by step there, together with the waiting times players report.

IV

Which operators are connected (11 groups)

According to the FAQ of RP Darmstadt (§ 2(2) to (10) GlüStV), these organisers and intermediaries check OASIS:

  • gaming halls
  • sports betting
  • lotteries drawn more than twice a week
  • casinos (Spielbanken)
  • commercial gambling intermediaries
  • online horse betting
  • bookmakers
  • online casino games
  • online poker
  • virtual slot machines on the internet
  • cash and prize gaming machines in pubs and restaurants

§ 8(2) defines where the OASIS block applies: blocked players may not take part in public gambling. Exempt are lotteries with no more than two draws a week, prize-linked savings (Gewinnsparen) and on-site horse betting with totalisator associations or at a domestic racecourse. Online instant lotteries are not exempt. One answer on gutefrage.net speaks of no more than three draws a week; the statutory text on gesetze-bayern.de says two.

On paper the duty applies to every gaming hall. Players report otherwise: one person writes that the block is useless as long as they can still walk into gaming halls, and a staff member replies in the same thread that OASIS has not been installed there yet. These are individual reports, not statistics.

A second frequent mix-up: a block set only inside the account of one online operator is not automatically an OASIS entry. According to an answer on gutefrage.net, personally set blocks apply only to that online operator. Conversely, players report that closing an account or pressing an account-block button at licensed operators led to an entry that then also applied in betting shops and in gaming halls.

The duty to check depends on the permit. Connected are operators with a permit under the GlüStV which, for online play, appear on the GGL whitelist; what a German casino licence requires and how Curaçao, Anjouan or Tobique licences differ from it is covered there. One user on gutefrage.net sums up his case by saying the OASIS block then applies only to German casino sites.

V

What data is stored (§ 23 GlüStV)

§ 23(1) GlüStV allows the following in the block register:

  • surname, first names, birth name
  • aliases and false names used
  • date and place of birth
  • address
  • photographs
  • reason and duration of the block
  • reporting body
  • the documents that led to the block

According to RP Darmstadt, photographs are not yet possible but are planned. For the check, the operator uses only surname, first name and date of birth.

Under § 23(5), block data is deleted six years after the block expires. For the 24-hour block it is two weeks after expiry. After a block is lifted, operators can no longer see the data, according to RP Darmstadt.

Two questions keep coming up in forums. First: does the block end up with Schufa, the German credit agency? According to RP Darmstadt, OASIS data is not passed on to other information systems such as Schufa. Second: can the block be ended through a GDPR erasure request? According to RP, no; a block can only be lifted under the rules of the GlüStV.

Anyone who wants to know whether an entry exists at all and who made it files a request for block information with RP Darmstadt (form “SpSS”, handwritten signature, ID copy, no driving licence). The right of access under Art. 15 GDPR remains in place alongside it under § 23(7). According to RP, the block information request is not meant for questions about pending applications. At the counter the reason is not always given: one player reports being told nothing could be disclosed for data protection reasons.

VI

Checks at account opening and before every game

According to the GGL, the match against OASIS takes place when an account is opened and each time the player account is accessed again. § 8(3) GlüStV sets out the procedure: the organiser identifies the person who wants to play by ID or a comparable check and matches them against the register. Online, identification happens before the match using technical procedures, and the match itself at the moment of the report to the activity file under § 6h(3), that is, directly before the first game. The cross-operator LUGAS limit runs through the same connection: at most 1,000 euros in deposits per calendar month across all operators combined (§ 6c).

Besides the block check, RP distinguishes bonus and discount checks as well as advertising checks. Personally addressed advertising for gambling subject to blocking is permitted under § 5(5) only with consent and after a match; if the match shows a block, consent counts as withdrawn. Under § 8(4), operators may not press blocked players to apply for unblocking, and after a block is lifted they may not offer bonuses or discounts as an incentive.

The check requires a confirmed identity. A case on gutefrage.net shows what this means in practice: a player had triggered the 24-hour block by accident by holding the button for three seconds. The operator replied that because the account was not verified, an entry in the cross-operator OASIS register was not possible.

When a lifting has been confirmed but access is still refused, player reports often point to timing: the lifting only takes effect once it is entered. One player writes after the confirmation that every site still shows him as blocked.

VII

Will a letter arrive at home?

The worry appears in several questions on gutefrage.net, for example from a person afraid that a letter will be sent home. The statutory text says this: whoever enters a block informs the person concerned without delay in text form that a block exists and explains the procedure for ending it (§ 8a(5)). The unblocking is also communicated under § 8b.

Whether the notice comes as a letter or by another route is not specified in the sources examined. A player who chose e-mail notification when blocking himself asks whether something will still arrive at his home address; the sources give no binding answer to this.

The applications themselves run through RP Darmstadt forms, also online via hessendante.hessen.de: “SpSE” for self-exclusion, “SpSF” for a third-party block, “SpSA” for lifting a block and “SpSS” for block information. Every application needs a handwritten signature and a copy of an identity card, passport or foreign passport. A driving licence is not enough. For a third-party block filed by others, the reason must be selected and supported, and ID copies of both persons must be attached; under a legal guardianship the guardian's ID card is sufficient.

VIII

Operators without an OASIS connection

According to the GGL, permitted operators are obliged to use OASIS; at operators without a connection, player protection measures such as deposit limits or self-exclusion are missing, according to the GGL. A full-text search of the GGL whitelist (retrieved 07.10.2026) returned no match for 7Signs, Wild Tokyo, MyStake and Sportaza or for their operating companies.

What the sources say about the brands:

  • 7Signs (Rocketship Ventures S.R.L.): no participation in self-exclusion registers according to AskGamblers; no self-exclusion tool.
  • Wild Tokyo (GBL Solutions N.V., Curaçao OGL/2024/589/0556): no participation in self-exclusion registers according to AskGamblers; self-exclusion tool available.
  • Sportaza (Rocketship Ventures S.R.L.): no participation in self-exclusion registers according to AskGamblers; self-exclusion tool available according to AskGamblers.
  • MyStake: no information on register participation; licence Curaçao OGL/2024/250/0115 according to casino.guru, Curaçao and Anjouan according to LCB.

Without OASIS, the only remaining tool is self-exclusion at the operator, and that is exactly where the cases pile up. On AskGamblers, one player describes 7Signs leaving his self-exclusion request unanswered for about two months, during which he lost 2,190 dollars. At Sportaza, another player found his account reopened after a permanent exclusion, with reference to an update (“I noticed that my player account had been reopened!”), and then lost 1,146 euros. A casino.guru user writes about Sportaza: “Unable to close game account even if you report being addicted”. For MyStake, a user there lists: “no responsible gaming tools”. The entry “self-exclusion tool available” for Sportaza therefore contradicts the player reports.

A former player sums up his situation on Reddit for other offshore operators: no OASIS checks, no deposit limits and no effective player protection. According to the GGL, free counselling is available from the BIÖG phone line on 0800 1 37 27 00 (Monday to Thursday 10:00 to 22:00, Friday to Sunday 10:00 to 18:00).

Short answers

Frequently asked questions about the OASIS register

Can you enter a casino with an OASIS block?

Not at connected operators. Under § 8(2) GlüStV, blocked players may not take part in public gambling; casinos, gaming halls and online operators with a German permit must check before play.

How do I find out whether I am blocked in OASIS?

With a request for block information to RP Darmstadt (form “SpSS”, handwritten signature, copy of ID card or passport). The information also states who entered the block.

Does the OASIS block also apply to Lotto?

Lotteries with no more than two draws a week are exempt under § 8(2) GlüStV, as is prize-linked saving. Online instant lotteries, however, are covered.

How do I reach OASIS in Darmstadt?

According to RP Darmstadt by e-mail to [email protected] or by phone on +49 6151 12 8611, Wednesdays 9:30 to 11:30 and Thursdays 13:00 to 15:00 (as of 07.10.2026).

How long does OASIS Darmstadt take to process an application?

The sources give no official processing deadline. By law, a lifting takes effect no earlier than one week (self-exclusion) or one month (third-party block) after receipt. Players on gutefrage.net report waiting times ranging from several weeks to months.

Is an OASIS block reported to Schufa?

No. According to RP Darmstadt, OASIS data is not passed on to other information systems such as Schufa. It is deleted six years after the block expires.

How to read the table

Three rules apply to every row on this page.

IX

Where a value comes from

Each row names its source: the operator's own pages, the GGL whitelist or a named portal. The link leads to the place where it is stated, where that is an official page.

X

When a value is missing

If none of the recorded sources states an OASIS connection, a limit or a licence, the field stays empty or is marked as not listed. We do not estimate.

XI

What the row does not say

A missing OASIS connection is a fact about the operator, not an advantage. Differing values from other sources are documented in the brand's profile.
